Graham Hart spent most of his working life in the Department of Health, where he carried out many different roles between 1962 and 1997. From 1984 to 1989, he was Operations Director and Deputy Chief Executive of the NHS Management Board. In 1990, he was appointed Head of the Scottish Home and Health Department and was Permanent Secretary of the Department of Health 1992-1997.
After retirement, he became Chairman of the King’s Fund, the London health charity (1998-2004) and Citizens Advice (1999-2004). Since 2003 he has been a non-executive director of the National House-Building Council and Chairman of its Consumer Committee.
Graham’s interests include opera, gardening and history: he has recently embarked on postgraduate studies in the history of the 17th century church.
